New carbs are never as precise & never jetted properly. Your old tank was salvageable through a number of techniques, & installing the plastic bit on the throttle cable into the carb backwards will cause it to go full throttle.
So right now your choices are spend a good amount of effort to tweak the jetting & throttle needle of the new carb & see a minor increase in power, or buy a new float gasket & maybe new float & float needle for the old one.
