Sounds like dirt got into the float needle valve and it just needs to be cleaned.
Bring the carb by and we can try and clean the old carb.

I would like to keep running the bike and turning off the petcock every time but it continues to leak even while running. It's leaking a pretty large amount. Besides the leak it seems to be running fine though. Do you think it's worth it to clean and fix the new carb (1 month old) or to try and clean up the old original carb that is completely gunked up with 20 year old fuel gunk.
