With the engine idling, spray water on the intake manifold and carb. If the sound or speed changes,you
have an airleak.

Still sounds like a tank vacuum issue or a clogged idle jet. Make sure teh idle jet's clear (try, for example, seeing if some plastic string goes through) & the vent holes on the gas cap aren't rusted or corroded shut.
