[Honda-C70] Spedometer grip thing on the hub

 

So I got my new-old (well, old-old with the corrosion) rim in the mail but the speedometer grips are different so instead of locking the whole brake assembly just floats. It looks as if this was designed to lock IN, rather than around. The shop manual doesn't say much about whether these can be swapped-- does anyone have any advice here?
