I thought that might be what it was, too, but I have come to the conclusion that it was most likely not it. The entire tank was not covered, the upper part has rust, the lower part was almost pristine metal under the gunk. The color of the gunk in liquid form was close to the color of the 2 stroke oil that I was using. I have come to the conclusion that after 15 years of sitting and evaporating, the gas/oil mix turned into a pretty bad gunk. I suspect that the oil in the gas may have made the problem worse than had it been gas alone, but I have not started on my C70 tank to see if there is much of a difference (both bikes have been sitting the same amount of time). Also, while I have read about a tank coating that is reversable (I think it dissolves in MEK, but forgot) I think the fact that the coating was dissolved, albeit at a moderate pace (about middle of the road of the solvents I tried), by kerosene and carb cleaner would indicate that it was dried gas/oil, not a coating.
If it was a tank coating, afterall, then it likely was the one part stuff. The two part epoxy based coating should hold up for a long time. At least I hope so since neither bike is going to a new owner for a long time. :)
