Have you tried a Honda dealer? They may have them? A C70 '81 parts list shows the bolts
90128-001-030
the tongued washer
90522-001-000 or
94108-11000
and
http://www.ohiocycle.com/
shows the OEM bolts for $4 and the lock washer for $3.50
(http://olypen.com/retro/ shows the washer for 0.75!)
