I get a bottle of Grandma Molasses and put 4oz in a gallon of hot water. while that is mixing up, I will take some aquarium gravel and put it in the tank and slosh it around a lot so that it breaks up the rust and then pour it all out. I then fill the tank with the mix all the way up to the top. If you don't have a fuel shut off you can use a vacuum cap to plug the opening. I then let it all sit for about a week or two and usually, when I pour it out, the tank will be pretty clean. If you wish, you can repeat the process. If you are in a hurry, Eastwood sells a kit that requires a process that involves muriatic acid and acetone. I have used it and it works but it is toxic during the process. Good luck when you drain the tank.
