do not feel bad about not knowing, i live in the Reno NV. area and have seen dealers advertise as not needing a license or insurance. in most states they have (and or clauses) which confuse a lot of people but in a nut shell if the bike is capable of reaching 30 mph on a flat surface it is to be considered just like all the other larger engine bikes on the road. look under scooters and then look at the exceptions part and all it has to do is meet one of them and its a big bike :) oh yea, even a fat boy like me can get a c70 above 30 mph.
