[Honda-C70] Sprocket Question. 14 vs 15 Tooth...

I just recently changed my tires on my 1983 Passport. I was running a 2.5x17 on the front and a 3.0x17 on the rear. I got a really good deal on Ebay for a set of tires and tubes. The new sizes I put on are a 2.25x17 on the front and a 2.5x17 on the rear. I have noticed, unfortunately, that my Passport, which used to get to about 46mph, will now only get to about 42mph top speed. I was thinking of changing the tires again, but I would hate to waste the money. As a suggestion, my friend told me I should put a front sprocket on with one more tooth than stock. I know the front stock gear is a 14 tooth. I have also located where to get a 15 tooth sprocket. Through my investigation, I have been told that by changing the front sprocket with one with one more tooth, that I will gain a little top speed at the cost of a little mid range torque. Can anyone confirm or deny this? Also, could anyone please tell me what I may expect to gain as far as top speed? I know it doesn't sound like much from 46-42mph, but if you look at it on the grand scale I have lost almost 10% of my top speed just by changing to a smaller tire.

Thank you,

Chris
