Chances are the new bulbs draw less power than the originals, which as Rog pointed out can be caused by a bad connection. If the bulbs are rated for less Watts than the stock bulbs, or are LED's, you need a new flasher or higher Watt bulbs.
The stock flasher is a thermal design. Power flowing to the turn signal bulbs rapidly heats a metal contactor inside the flasher housing, switching the bulbs off. The contactor quickly cools and power is restored to the bulbs. This cycle depends on a certain amount of power flowing to the bulbs. Your right side bulbs aren't causing the contactor to heat up enough to cycle.
If the connections are poor, or the bulb Wattage is too low, the flasher won't cycle. Result, bulbs stay lit. If one bulb burns out, the working bulb remains lit for the same reason.
Since your 1983 Passport features a 12 Volt system, you can replace the flasher with a "digital" flasher sold at auto parts stores. These will flash any number or Wattage of bulbs.
