[Honda-C70] 1982 C-70 Passport Carb Question

 

I recently purchased a new carb from Wincycle in Fla. and installed it on my 1982 Passport.  Now I find that it starts and runs great until I get up to about 20 mph and open the throttle.  It acts starved for fuel but will run fine if I leave the choke on about 25%.  I thought perhaps I hadn't gotten that little "o" ring washer that goes next to the fiber gasket on the carb output side on correctly.  I removed the carb again and the washer is fine so it isn't leaking air.  Any suggestions?
