[Honda-C70] Front fork askew

 

So what I thought was a simple bent wheel seems to be just a bit more serious, it appears half of my fork is sorta...ahead or behind the other, or maybe turned at an angle. I tried pulling off the white plugs but they seemed petrified, & whom what I can tell what they're covering is welded in place. Can anyone here tell me what to do?
