First, how old is the fuel? This fuel today is old in a week!!
With the carb float bowl drain screw backed out, do you have good fuel flow?
Second, how do you know you have spark?
Have you changed the plug to a new one?
How did you check timing?
Latstly how long sense it ran?

I have a 80 C70. I'm unable to get it to start. Here is what I have checked compression, spark, and cleaned carberator. So I wasn't sure I was getting fuel I removed the carberator and tried starting fluid. It still never acts like it wants to start. I then check the time and it is good. I hope someone has a suggestion. Everything looks like it should at least try to start. OH I'm using the electric starter to turn over the engine so I think electrically I'm ok.
