First lets ask why did it sit for 20 years?
Was it running when parked, did it die thus 20 years????
 
OK suck and blow is fine but does the flywheel reach TDC with the piston at TDC
and are the valve rocker arms loose??? Take a piencle or small dia wooden dowl
in the sparkplug hole, slowlly turn the engine feeling the dowl (so you do not break it off)
You should feel the piston come up and stop for a few degrees of crankshaft rotation and then go down. Is the TDC line in the hole in the left cover? Remove the valve adjuster caps
and feel for slight play in the rockerarms (both) if not both, turn the engine 1 complete rotation and recheck. This is a down and dirty check but it will tell you if you have
the flywheel and cam in time.
 
If the timing checks out, then it is ignition. Remember spark in free air does not
mean you will have spark in compression. First things first try a new plug.
Then it is down to cleaning electrical connections, do not forget the coil mount to frame
for corrosion. It does have the correct coil for the CDI ignition, correct???

I am trying to ressurect an 83 that has not been running for almost 20 years. I put in a new battery, changed the oil and put in a new spark plug. I also relined the gas tank and put on new hoses. I also installed the carb from my other running 83. I checked for spark and I am getting spark to the plug, I am also assuming that fuel is not a problem since I swapped out the carb and have new hoses attached to the freshly lined tank. When I press the starter button I feel suction from the intake and air blowing out from the exhaust so I don't see compression as an issue? What else could I be missing? Any help would be greatly appreciated!
