I have an '82 C70 that isn't starting. I'm changing the plug today and have recharged the battery. I have fuel ruining out when I adjust the drain screw. My question I have two hoses coming from the gas tank running into the carb at the toggle valve switch. Should both hoses be filled with fuel? Also, what are the various position the valve can be in? I've looked in the manual but can't find the different positions.

If you don't get fuel out the bowl drain, then there's no fuel in
there to run the bike.

Try giving the float bowl a rap or two on the side with the handle
end of a heavy screwdriver. This should free up the float needle and
let fuel flow into the bowl.

If that doesn't work and you still have no fuel coming out the hose
at the bowl drain screw, switch the petcock the opposite way, in case
the other hose is clogged.

Rap the bowl again.

That's it.
