That third screw is very useful for me.
After a rainy spell, water collects in my carb (for some strange reason). If I unscrew this screw, first that collected water drains out and then fuel starts coming. Then I tighten it and engine starts without a problem.
The second screw, air fuel mixture, is important at all speeds I think. Someone said that tighten it in fully, unscrew it 1.5 turns and that sets the correct mixture. With less air and more fuel, I guess there are greater chances of carbon monoxide forming.
