[Honda-C70] Engine won't turn over

 

Can anyone help. I've recommissioning a Honda 50 that has been in a garage untouched for 19 years having done 15k when on the road. It is an automatic and the engine will not turn over using the kick start. I'm wondering if the piston has seized in the cylinder. How do I check for this and does it mean (if so)that a new top end is required? . If I need to take off the cylinder head is there any problem with the cam chain/timing when I put it back.Thanks for any help/suggestions
